The dog food market
At one end of the spectrum, you will see the supermarket serviced bags that are really cheap that make you think of them as bargains, however, these are not as great for the dogs. The cheap ingredients guarantee the low cost, therefore, they are below expectations. More than often, these types of dog food include corn, soy and meat by-products, which would lead to undernourishment for your Shelties.
At the other ends, you will see dog manias who pick all the premium king-grade ingredients to make their own meals for Shelties. This is not bad, apparently, but if you choose to go this way, it would be a hassle to ensure all the essential nutrients are balanced and sufficient. And be prepared for lots of time and money would be gone.
Your best bet should lie in the middle, a premium kibble that has enough meat content and appropriate grains. If possible, you can add raw meaty bones from the butcher into the kibbles with the amount about 1/5 of your Sheltie's weight and vegetables, along with some flaxseed oil and all your dog ever needs in his meals are provided. However, there are brands that so good that you don't have to add anything at all.
The balanced choice
Read the ingredients label to make sure the following recommendations:
Meat sources: Always pick brands with whole meat or meat meals as one in the first five ingredients, favorably chicken, turkey, beef and poultry or fish. Some untrustable brands use euthanized pets or road kill, or even slaughterhouse by-product that still infected with unknown chemicals that can be harmful for your Sheltie.

Avoid certain chemicals, including: propylene glycol, ethoxyquin, BHA, BHT and mineral oxides or sulfates. These are additives and preservative that have been proven to be toxic and lead to severe symptoms such as cancer, dysfunction in liver and kidneys among other things.
Look for vitamin E, C or tocopherols. These are natural preservatives that also help retain the goodness of in-bag ingredients.
